Some of it is true. The nerves exit from the spine and travel down your legs. If you have a disc herniation or some other form of compression in the spine that is squeezing the nerves, then the pain can travel down your legs, even as far as the ankles and feet. Other places of compression of nerves can involve the knee and the ankle itself, it's called 'tarsal tunnel', sort of like carpal tunnel in the wrist and hand.
