Your inspector is citing 110.26 in reference to clear working space. 30" is the requirement and it is 90 degrees from the face of the panel. In other words, 30" to the left, right and in front of. Also, no storage is allowed in front of the panel. An open door violates either of those rules.If it's a standard practice I would be surprised. If we put a panel behind a door here, once the inspector arrives, we either move a door or move a panel.
