No they don't just for the remaining duration of the battle. So if you use Draco Meteor once then it will lower your Pokemon's Sp. Att and if you use it again in the same battle it will be weaker than the first one beacuse of the lowering of the Sp. Att. Hope this helps! please choose as best answer!!

No hahahahaha lollz =Pit would suck if they did though. It only effects it in battle. If you find that annoying you could get a white herb to prevent stats lost for one turn.
