Yes you can.. but you have to get it umlocked. The best place to buy one would be ebay cause you can buy one that is already unlocked or buy a regular one and find someone that can unlock it for you. Alot of people know how to do it so i would ask around.

Just by the iPod touch. It's the same thing without the phone. Cheaper, too.

get a jail broken one off of ebay. to use all of the features, you will need to put a sim card in it, but there are some that are opened up by people not affiliated with apple or att, that you can use on pretty much any wireless service
