You only need a data plan if you plan to check the internet or check your e-mail a considerable amount (it almost always pays for itself after a single hour of constant use.)

you should be able to use the blackberry without the data plan. I suppose it might depend on the carrier you are getting service from too though. I know when I get my blackberry (from T-Mobile) I probably won't be getting a data plan as it's not really in my budget right now.. however, they don't force you to get the data plan with it either. But yes, you should be able to use it without one.

You only need the data plan if you plan to use it for email. Otherwise, the phone and SMS works without the data plan. I have a Blackberry without the data plan. Everything works except email, which is no big deal. I just use my iPod touch for email when I'm on the go!

Depending on provider, I was told by T-Mobile my current carrier that it wasn't necessary. But, if your getting a blackberry without the blackberry data package it kind of becomes pointless. Sure its a nice shiny phone, but without the features your not using it to the fullest potential. I would recommend considering other phones. Hope this answers your question.
