Probably not. But I think he -should-. There are two reasons to investigate criminal charges at this level. One is to punish wrongdoers, but that's not really relevant. We all know nobody is going to go to jail for this. The other purpose, just as important, is to find out what happened. That is the whole purpose of congressional investigations, supposedly, to find out what happened so they can pass legislation making it harder for them to do it again.When ex-president Pinochet of Chile was arrested in England by the government of Spain, that was their purpose for wanting to prosecute him. In Spain they have a law that nobody over the age of 70 goes to prison. If you're over 70 you're considered to be harmless. They didn't want to imprison him, they just wanted to know, and for the world to know, what happened during his leadership of Chile which caused so many Spanish citizens to be 'disappeared'. Since that time, Henry Kissinger hasn't dared to travel to an EU country. GW Bush will probably be in the same boat once he leaves office.
