as a telecom term it's the abbreviation of Point-Of-Presence and is an interface between telecommunication entities. as a telephony system term it was a location where a long-distance carrier could terminate services and provide connections into a local telephone network.as an Internet term it is an access point to the Internet. It is a physical location that houses servers, routers, ATM switches and digital/analog call aggregators. It may be either part of the facilities of a telecommunications provider that the Internet service provider (ISP) rents or a location separate from the telecommunications provider.as a computing term, a local e-mail clients use the Post Office Protocol version 3 (POP3), an application-layer Internet standard protocol, to retrieve e-mail from a remote server over a TCP/IP connection

The first answer is correct to your question. The second is also correct, but he's talking about a mail protocol, not the telephone company.POP = point-of-presence as related to your question.
