well idk but heres a code that can get them to have one...press ctrl+shift then c and then in the box put boolprop testingcheatsenabled true then you press shift and click on the selected sim then press more and it should say give cellphone.hope i helped!!!!!!!!

sadly no they cant. if you buy the sims 2 college expansion pack and then you can get one!
