Why wont PC recognize AT&T Tilt (HTC Kaiser)?

It worked before on another PC. Now all it does is i plug it in and Active sync doesnt read it, and the first time i plugged it in a bubble poped up on my windows bar saying 'generic something device'. Now when i plug it in i hear a beep noise meaning its plugged in but nothing else happens please help.
