Are HTC Touch phones open to all carriers?

I'm living here in the Philippines and my mum, residing in Saudi Arabia, wanted to buy me an HTC Touch phone (TOUCH PRO or TOUCH Cruise). I was just wondering if I can use it here in PH. I'm thinking that its the same as iPhone. It has its own carrier.

Shaine C, I've had my HTC TOUCH CRUISE for 3 weeks and I can barely hear out of the earpeice..

i have an htc tytn II and i think they only work on at&t or all gsm sim cards either one but if it only works for at&t just unlock it and then you can use it on any gsm sim card in the world
