The GSM version of the touch has WiFi.Based on your question, I would say mobile internet. Since the Touch use Windows Mobile 6, it would display webpages like any other PDA or windows smartphone would.

If you're referring to the browser, if you use the pocket internet explorer, then it is mobile internet. I don't think there's any software for Windows Mobile phone that can replicate the Safari Browser on the iPhone but the Opera Mini can do the job.
