Does HTC tilt 8925 At&t (HTC Tytn II) work with other GSM carrier sim cards

around the world? (live in dubai)? i live in dubai city and i have an itisalat sim card . gsm band here is 900-1800 mhz. i want to order a tilt 8925 . my uncle's gonna travel to dubai this comming spring and he wants to buy this phone from at&t . i want to know Does HTC tilt 8925 At&t (HTC Tytn II) work with other GSM carrier sim cards. i often travel to qatar and saudi arabia
