Does anyone kno of a Registry editor that WILL NOT say access denied to a pocket pc

like the htc Mogul.? all over the web these people put "use a registry editor to do this" but not one person is smart enough to say WHICH REGISTRY EDITOR! or give a link to one! that does NOT say ACCESS DENIED!!!!
