To the best of my knowledge, no, you cannot.You can make a sound file into a ringtone on most phones, but not full length music files.I'm not sure which provider you have, so the rules might be different. That is something that you would have to look up. For me, I have Verizon, and pretty much you;re stuck with three options in getting ringtones. Using Verizon's services and paying for ringtones. Using a free ringtone service online and hoping that it gets through. Or getting sent picture message with sounds on it, and setting those sounds as ringtones.I occasionally use myxertones.com to get ringtones of all kinds, and if you are persistant, you can get a lot of ringtones for free. However, if you have Verizon, they're cracking down on 'free' ringtones. It sucks.
