why is my service restricted on my nextel phone?

i have a nextel phone. it is giving me service restriced when i try to place a call. on the main screen instead of displaying nextel it is displaying ready. i have full signal bars. i switched my sim card into another phone that works and it gave me the same thing. we just got the bill today so its not overdue.
