You should be able to buy the phone with no problem, there isn't an age limit. I think the $55 is a monthly charge with no contract (that you have to have some sort of source, like a credit card, to bill it to). So you do have to pay monthly for it. If you are going to go this route, you may want to go with buying the pre- paid cards instead of the "plan" so if you do have low funds one month you don't have to worry about paying, you can just buy the re-boost cards with the cash you do have. Once those minutes run out, they cut the phone off until you add more.
