I recieve ringtones but, when I acces the url this sign says connect to the pcs vision service(auto connect) can i just use it and not sign up how can i use it without auto connect?

Yes you can pay per use on the Vision services, that first screen is just asking you if you really want to connect as you do not have a Vision service.
