Well if it's a vtec engine then yes usually at around 5000 rpm with civics. Is this engine off of a EX or DX? If it's a EX then the engine has vtec if it's a dx the it has no vtec.

Never, there is no such thing as a D16Y5. There is a D16Y8 from the 1996-2000 Civic EX models and the VTEC kicks in at 5500 RPM, and a D16Y7 from the 1996-2000 LX, and DX models these did not come with VTEC

To one of the guys that posted before me, yes there is such a thing as a D16Y5. It was found in the 1996-1999 Honda Civic HX coupe. To the person asking about VTEC, the Y5 is a SOHC VTEC-E engine, so it is almost like the opposite of normal VTEC. Insted of being normal at low rev and making power at high revs, it is extremely fuel efficient at low revs, (it only uses one intake valve) and at mid to high revs it opens both intake valves and is like a VTEC engine before it hits VTEC.
