Do I need a VOIP provider to call Europe on my Palm Centro-if so which is

the best to call the Slovak Republic - I'll be calling from the US- I have a VOIP program on my Centro- I know Skype is free from computers or Skype landline phones, but I can't find a Skype program for Palm, only VOIP, so I'm wondering if it works the same?- The two main countries I will be calling are the Slovak Republic and the Netherlands.
