Go ahead an cut off the fronds from the sago. Every year at least one, maybe two sets of new fronds will emerge. The dead fronds should be trimmed close to the trunk to give a neater appearance for the plant. No sub-freezingtemperatures please!

Old fronds die off and new ones are produced from the growing tip. A new set of fronds is called a flush. Sagos will flush once or twice a year. Cutting off the old fronds isn't necessary except for appearances. Your tree (probably Cycas revoluta) is a tropical and must be protected from the cold.Btw, the Sago Palm isn't a palm nor does it produce Sago (an important food starch). It's a Cycad which is a family of plants that predate the dinosaurs. Commercial Sago comes from a tree called Metroxylon sagus.
