Do you need internet to use the palm centro?

I'm planning on getting a new cell phone since my plan is over for at&t. i am switching to verizon. I have heard from other people that you dont need to buy an internet plan to use this phone, but when i asked this guy he said that you need to. I'm not sure what the real answer is. i really want this phone but i dont want to pay 40 dollars extra just to get it.
