It could simply be their antennas. All Wifi devices need small antennas for the RF link, and devices like the iPod Touch and the Palm T/X are limited, since it's tricky to include a good antenna in a tiny metal case that's going to be in your hand and might be in any physical orientation at any time. Most modern notebook computers actually have two antennas (either for diversity or MIMO), and they can count on the screen being more or less vertical... so they typically work better than small devices.
With that said, I used to have a Palm T/X, and I think they must have known something, because it worked surprisingly well on wireless networks. I rather suspect the iPod is more typical of what I'd expect out of this class of device.
