Default Can I cut back my palm plant?

I have a palm plant (Think it's an Areca palm) that was indoors and is dying. We didn't water it (sort of forgot about it) and our cat ate some of it. It still has a little green, but only has two palms on it. One is totally dead, the other is only green on the stem and the bottom half of the leaves.































We moved it outside (very late afternoon sun...we live in Guatemala...but not the super hot part) and watered it. Can I cut it all the way down to the ground? How much should I cut off? It is very scrawny looking and mostly dead, but I would like it if I could make it fill out a bit or even if we could start over by cutting it all the way back.































Any help?
