Palms has a card like Harrah's but the card strangely enough has an expiration date. If you frequent the place you will still get comps and the sort. Just give them your ID at any table or go to member services desk.
The rooms are way nicer at the Palms too! I've stayed at Rio (which has gone ghetto), Paris (stinks like smoke), Harrah's (rooms are tiny) and Bally's (which is just a bit older). Haven't had the luxury of Caesers Palace yet.
AS for Playboy Club at the Palms. No membership required! My recommendation is to buy tickets at vegas.com for front of the line passes before going! Staying at the Palm usually gets you in free either way!
