i have it and i dont connect it to anything nor do i pay for it. i just go onto the browser.

What you are talking about is called "tethering" and is only allowed by paying for a more expensive data plan. It allows your laptop to connect to the internet through your phone which is useful in areas with no wi-fi or wired internet connections. Tethering can be achieved through bluetooth or various other programs you can download for free but if your cell provider finds out you are using tethering without paying for it they can disaable your data access.
