For this price, Gerber or Buck are good first choices. Look for 440C or 420HC steel as these are relatively inexpensive and hold a fairly good edge. Plain old High Carbon steel which will rust holds a better edge, and Cold Steel has Carbon V steel which is very good. Cold Steel knives may be higher than your price range, but if you keep looking you might find one on clearance.

I've always had good luck with Buck knives, in particular the Buck Ranger. (Though if what I'm seeing online is accurate that particular model is just over $35.) In my experience they're easy to sharpen and hold an edge well.

Go with a buck 110 if you want a folding knife or a buck 119 for a fixed blade. Both are great hunting knives. For edc I carry a kershaw scallion. It's really nice but a bit small.
