i just baught a razor phone can i go to us cellular and get a plan?

If the phone was originally sold by US Cellular, then yes, you can start service with them on that phone. If the phone originated with another provider, such as Sprint or Verizon, then US Cellular will not activate the phone. If the phone is an AT&T phone, it's not even the same technology used by US Cellular and cannot be used.
